Sydney's water is soft, so scale is rarely what ends a unit here. Usually it is a sacrificial anode that has been used up or a failed element, and on a unit that is not old both of those are parts worth fitting rather than a reason to replace the whole tank.

How do I know a plumber is actually licensed?

Ask for the number and check it. Every licensed plumber in NSW has one, ours is 368473C, and NSW Fair Trading has a public register you can search in about a minute. It matters for more than quality: plumbing done by an unlicensed person is illegal in this state and it will void a home insurance claim if that work later causes damage. Any plumber who will not give you their number, or who gets annoyed at being asked, has answered the question.

Do you work on heritage and conservation-area homes?
